HB 71 sought to amend existing law be replacing the word “fetus” with “unborn child” defined “a member of the species homo sapiens, at any stage of development, who is carried in the womb”. HB 71 stated that a person could still be charged with harming a fetus regardless of whether they knew or should have known if the woman was pregnant
Impact:
Undermines the right of a woman to choose an abortion and elevates the legal status of the fetus that that of an adult human being
