Job Description
Job Title: Legislative and Field Director
Reports To: FAPPA Executive Director
The Florida Association of Planned Parenthood Affiliates/Florida Alliance of Planned Parenthood Affiliates (FAPPA) is the state public policy office representing Florida’s five Planned Parenthood affiliates. FAPPA works to advance public policy in areas of reproductive health care, family planning and medically-accurate sex education in order to make comprehensive reproductive health care available to all.
JOB SUMMARY:
The Florida Legislative and Field Director serves as the lobbyist representing FAPPA to Florida’s governmental entities. In addition, the position assists in planning and implementing FAPPA’s public affairs and field organizing program statewide. Specifically, this individual:
Legislative & Lobbying Duties
• Monitors bill status/content, hearings, vote counts, anti-choice activity, voting records, etc., and promptly reports such information to FAPPA’s Executive Director.
• Develops and maintains good working relationships with key state and federal legislators and other public officials. This includes the Governor’s office, appropriate state agencies, legislative leadership, relevant committee chairs, and other lobbyists through personal visits, correspondence, phone, etc. Plans and executes on-the-scene political and legislative strategy when consultation is not possible or appropriate.
• Articulates the position of Planned Parenthood on relevant legislation to all members of the Florida Legislature verbally and through written documentation.
Grassroots Advocacy Duties
• Coordinates and oversees affiliate public affairs field organizing including communication with affiliate public affairs staff, assisting affiliate public affairs staff in mobilizing activists to contact targeted legislators (via phone, e-mail, visits).
• Manages and builds statewide coalitions to support FAPPA’s mission and represents FAPPA in relations with coalition partners. Assists affiliates with building local coalitions.
• Designs, coordinates and distributes materials needed by Affiliate Public Affairs Departments for all advocacy activities.
• Identifies individuals for cultivation for fundraising efforts.
Electoral Duties
• Monitors all electoral races and provides background and research on candidates to Executive Director and Public Affairs staff.
• Assists Executive Director in developing a statewide electoral plan and coordinates the Florida Alliance of Planned Parenthood Affiliates 501(c)(4) and CCE endorsement process, including developing Florida Alliance of Planned Parenthood Affiliates 501(c)(4) voter guide.
Other Duties
• Develops and maintains relationships with subject-matter experts in the areas of healthcare policy, law and medicine; identifies individuals willing to provide expert and constituent testimony in legislative, legal and advocacy efforts.
• Attends appropriate meetings and provides staff support for committees as assigned.
• Prepares written materials including correspondence, reports, and advocacy materials.
• Other duties as assigned.
REQUIRED EDUCATION AND EXPERIENCE
• Bachelor’s Degree from a four-year college or university
• Master’s degree or J.D. preferred
• Minimum two years experience working in legislative and electoral arena
• Strongly committed to the vision and missions of Planned Parenthood
OTHER SKILLS AND ABILITIES NEEDED
• Willingness to travel and work flexible hours, including weekends and evenings as needed for electoral and legislative
purposes.
• Experience in legislative affairs or advocacy and grassroots or political organizing required; volunteer or leadership development, media relations preferred.
• Excellent public speaking, writing, presentation, organizational and motivational skills; including the ability to present materials/position in a public forum with the ability to withstand opposition without losing positive composure.
• High degree of integrity and solid positive reputation in the community.
• Experience in reading, analyzing, and interpreting legal or legislative documents.
• Ability to think strategically and to work without supervision and under deadline.
• Ability to work cooperatively and effectively with Boards, staff and volunteers to accomplish program goals.
• Knowledge of reproductive health issues.
• Ability to deal effectively with a wide range of constituencies.
• Ability to set priorities and organize concurrent projects, handle pressure, manage time effectively, exercise independent judgment and assume responsibility for reliable follow through.
• Self-starter with effective decision-making abilities.
• Ability to gracefully manage a high level of stress, multiple projects and meet deadlines.
• Good sense of humor; socially savvy; enthusiastic & positive attitude.
