Description: 

HB 1497 was an omnibus anti-choice bill seeking to restrict access to abortion through a mandatory delay before having an abortion procedure, requiring a court to appoint guardian ad litem to represent minor seeking waiver; requiring a court to consider specific factors when determining whether a minor is sufficiently mature to be granted a judicial bypass (granting a waiver from parental notification); requiring a woman to undergo a medically unecessary ultrasound prior to an abortion, prohibiting third trimester abortions unless they are performed in a hospital, and establishing a so-called “reproductive bill of rights” outlining all laws pertaining to abortion only

Bill Status Note: 

HB 1497 passed the House on a vote of 71/42. The companion bill, SB 1602, passed the Senate on a vote of 24/15 but was different language than HB 1497. The House refused to take the Senate language and therefore the bill died.
